The regular meeting of the Morris Planning Commission was called to order at 5:15 p.m. this 17th day of January, 2012, by Chairperson Kuchenreuther in the Council Chambers of the Morris Senior Citizens/Community Center.

CALL OF THE ROLL:  Roll call was taken with the following members present:  Commissioners Granger, Livingston, Hoffman, Gades and Chairperson Kuchenreuther.  Commissioner Rudney was absent.  Also present were ex-officio Miller and City Manager/Zoning Administrator Hill.


OTHER BUSINESS:  Election of Chairperson and Vice Chairperson:  Commissioner Granger moved, seconded by Hoffman, to nominate Kuchenreuther as Chairperson for 2012.  With all present voting in favor, motion carried.

Although Commissioner Rudney was not present at the meeting, he has indicated he would accept the Vice-Chair seat for 2012.  Commissioner Livingston moved, seconded by Granger, to nominate Commissioner Rudney as Vice-Chairperson for 2012.  With all present voting in favor, motion carried.

Vacancy on the Planning Commission:  Commissioner Johnson’s term on the Planning Commission expired December 31, 2011, and he has decided not to be reappointed to the Commission.  Therefore, there is a vacancy of a 4-year term on the Planning Commission. 

It was the consensus that City Manager Hill should send a letter of thanks to Johnson for his many years of service on the Commission on behalf of the City and Planning Commission members.

Several names were suggested to fill the vacancy.  Commissioner Hoffman will contact Josh Kurpiers to see if he would be interested in serving on the Commission, and Commissioner Livingston will contact Robert Kopitzke and see if he would be interested in serving on the Commission.

READING AND APPROVAL OF MINUTES:  10/18/11 Regular Meeting:  Commissioner Gades moved, seconded by Livingston, to approve the minutes of the 10/18/11 regular Planning Commission meeting as presented.  Motion carried.

Discuss Review of the Comprehensive Plan:  City Manager/Zoning Administrator Hill would like to have the Planning Commission review the Comprehensive Plan.  He stated there is a lot of general information and statistical information in the Plan that can be updated.  He questioned if the Planning Commission wants to review and make obvious changes based on facts, or do a full scale update.  He feels it should be reviewed at the most.  He will work on the updates.

Granger indicated she feels one of the strengths of the 1999 Comprehensive Plan was all the public input during that updating process.  Kuchenreuther indicated she feels the information should all be gathered first.  She also feels the Planning Commission should check and see if any of the goals of the Comprehensive Plan were met.

Granger indicated the 2007 Housing Study will help in the review of the Comprehensive Plan. 

Granger asked how often Comprehensive Plans are generally updated.  Hill indicated there is no set timeframe.  He stated the term “update” can mean a simple review of the document. 

It was the consensus that City Manager/Zoning Administrator Hill will update the statistical information and will identify his sources of information.  For the February meeting, the Planning Commission should read Page 11 of the Comprehensive Plan, along with pages 14 – 35. 

Considerable discussion was held on housing and rental stock in Morris, and how it has changed since the 2007 Housing Study.  Kuchenreuther stated maybe the economic downturn will make people realize smaller homes are acceptable. 

Gades asked if the Comprehensive Plan can be updated without updating the Housing Study.  Hill indicated it could be. 

ADJOURNMENT:  There being no further business, Commission Gades moved, seconded by Hoffman, to adjourn.  Motion carried and the meeting adjourned at 6:13.
