MINUTES – MORRIS CITY COUNCIL - REGULAR MEETING – January 8,
The regular meeting of the Morris City Council was called to order at 5:15 p.m. this 8th day of January, 2019, by Mayor Giese in the Council Chambers of the Morris Senior Citizens/Community Center.
The Pledge of Allegiance was recited.
OATH OF OFFICE:
City Attorney Jordan administered the oath of office to Council members Solvie and Miller and Mayor Giese.
Roll call was taken with the following members present: Council member Wohlers, Solvie, Gullickson, Miller and Mayor Giese. Also present was City Manager Hill, City Attorney Jordan and Police Sergeant Ikonitski.
OFFICIAL ACTS: Election of Mayor Pro Tem:
Council member Wohlers moved, seconded by Solvie, to continue with Miller as Mayor Pro Tem for 2019. Motion carried.
Appointments to Boards and Commissions:
Mayor Giese moved, seconded by Council member Solvie, to appoint the people to their respective boards and commissions as presented. Motion carried.
Appointment of Ex-Officios:
Mayor Giese moved, seconded by Council member Gullickson, to continue with the ex-officios as they were designated for 2018. Motion carried.
Designation of Official Newspaper:
Council member Solvie moved, seconded by Wohlers, to designate the Stevens County Times as the official newspaper of the City of Morris. Motion carried.
AND APPROVAL OF MINUTES: 12/26/18 Regular Meeting Minutes: Council member Miller moved, seconded by Council member Gullickson, to approve the 12/26/18 regular meeting minutes. Motion carried.
12/26/18 Condensed Version Minutes:
Council member Solvie moved, seconded by Council member Wohlers, to approve the 12/26/18 condensed version minutes. Motion carried.
Mayor Giese moved, seconded by Council member Wohlers, to approve the consent agenda which included the following items:
A. Audit of City Bills
B. Pay Estimate #16 – Magney Construction
C. December Transit Report
REQUESTS AND COMMUNICATIONS: None
ORDINANCES AND RESOLUTIONS: Resolution Adopting Policies and Procedures for the Small Cities Development Program Grant:
Melanie Fohl of the Stevens County HRA was present at the meeting to review the final steps needed for the rental rehab grant. Fohl reviewed the necessary policies and eligibility information. Fohl indicated they hope to begin work this spring and they have until 2021 to complete the process.
Council member Miller moved, seconded by Gullickson, to adopt Resolution #3596-1-19, Resolution Adopting Policies and Procedures for the Small Cities Development Program Grant. Upon a roll call vote taken and all present voting in favor, motion carried.
Resolution Adopting the 2019 Morris City Council Standing Rules : Council member Wohlers moved, seconded by Miller, to adopt Resolution #3597-1-19, Resolution Adopting the 2019 Morris City Council Standing Rules. Upon a roll call vote taken and all present voting in favor, motion carried.
MANAGER'S REPORTS & RECOMMENDATIONS: City Manager Report:
This was informational for the council.
Hill noted that there were 27 sidewalks that were cleaned by a vendor for the city. Each of these property owners will receive a bill for services and if it happens again there is a stepped up system of fines the city will follow.
Emergency management services were discussed and the possibility of having the city under the county's plan and direction.
Wohlers indicated the Tourism Board is working with the West Central Trailblazers for an event they have coming up.
Giese noted there are a lot of old items on the access channel and it should be updated.
WTP Construction Progress Report: This was informational for the council.
LMC Dividend: This was informational for the council.
