MINUTES – MORRIS CITY COUNCIL - REGULAR MEETING – FEBRUARY 26, 2019

The regular meeting of the Morris City Council was called to order at 5:15 p.m. this 26th day of February, 2019, by Mayor Giese in the Council Chambers of the Morris Senior Citizens/Community Center.

PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was recited.

ROLL CALL: Roll call was taken with the following members present: Council member Wohlers, Solvie, Gullickson and Mayor Giese. Council member Miller was absent. Also present was City Manager Hill, Interim Police Chief Welle and Finance Director Raasch.

PUBLIC HEARING: None

READING AND APPROVAL OF MINUTES: 2/12/19 Regular Meeting Minutes: Council member Wohlers moved, seconded by Solvie, to approve the 2/12/19 regular meeting minutes. Motion carried.

2/12/19 Condensed Minutes:Council member Gullickson moved, seconded by Wohlers, to approve the 2/12/19 condensed version minutes. Motion carried.

CONSENT AGENDA: Mayor Giese moved, seconded by Council member Wohlers, to approve the consent agenda which included the following items:

A. Audit of City Bills

B. Gambling Report

Motion carried.

PETITIONS, REQUESTS AND COMMUNICATIONS: None

Crystal Lanes Consumption and Display Permit Renewal: Council member Miller moved, seconded by Solvie, to approve the Crystal Lanes Consumption and Display Permit Renewal.

ORDINANCES AND RESOLUTIONS: Resolution Approving an Extension of an Easement and Use Agreement for the DENCO II Project:: Hill explained that as part of the DENCO II grant projects an easement and use agreement was created for the equipment that is on their property. The initial five year period is up and the easement and use agreement needs to be extended. Hill stated that one of the grants dealt with reducing water and one dealt with reducing energy, with DENCO also putting additional money into the plant.

Council member Solvie moved, seconded by Gullickson, to adopt Resolution #3605-2-19, Resolution Approving an Extension of an Easement and Use Agreement for the DENCO II Project. Upon a roll call vote taken and all present voting in favor, motion carried.

Resolution Adopting a Strategic Plan and Setting Sustainability Goals for the City of Morris: Hill noted the Morris Model team met for a retreat at Camp Ripley and developed a strategic plan for the Morris community. Hill pointed out there are some overall big goals and then it is further broken down into goals for the city in the categories of energy, transportation, waste and education. Hill stated he brought the city’s new Chevy Volt over so the council could take a look at it.

Resolution Adopting a Strategic Plan and Setting Sustainability Goals for the City of Morris: Council member Solvie moved, seconded by Wohlers, to adopt Resolution #3606-2-19, Resolution Adopting a Strategic Plan and Setting Sustainability Goals for the City of Morris. Upon a roll call vote taken and all present voting in favor, motion carried.

Resolution Authorizing Advertising for Bids for the 2019 Street Improvement Project (Reclaims): Hill reviewed the franchise project list which included Riverview Drive, Riverview Road, PDT Lane, East 5th Street from Columbia Avenue to College Avenue and East 7th Street from Oregon Avenue to Line Drive. East 7th Street is a State Aid road project and will be funded with state funds and is estimated at $450,000. The remainder of the project will use franchise funds and is estimated at $300,000. Hill noted the bid opening will be held at 10:00 a.m. on Thursday, March 28th.

Mayor Giese moved, seconded by Council member Solvie, to adopt Resolution #3607-2-19, Resolution Authorizing Advertising for Bids for the 2019 Street Improvement Project (Reclaims). Upon a roll call vote taken and all present voting in favor, motion carried.

Resolution Adopting Assessment for Current Services: Council member Solvie moved, seconded by Gullickson, to adopt Resolution #3608-2-19, Resolution Adopting Assessment for Current Services. Upon a roll call vote taken and all present voting in favor, motion carried.

CITY MANAGER'S REPORTS & RECOMMENDATIONS: City Manager Newsletter:

This was informational for the council.

The terrible smell in town was addressed. It is the decomposition of Lake Crystal. Hill indicated the city crew has been trying to open up some catch basins to help with the odor but they're plugged with snow.

Snow removal was discussed.
