MINUTES  -  MORRIS CITY COUNCIL  - REGULAR MEETING  -  DECEMBER 23, 2019

The regular meeting of the Morris City Council was called to order at 5:15 p.m. this 23rd day of December, 2019, by Mayor Giese in the Council Chambers of the Morris Senior Citizens/Community Center.

PLEDGE OF ALLEGIANCE:  The Pledge of Allegiance was recited.

ROLL CALL:  Roll call was taken with the following members present:  Council members Gullickson, Miller and Mayor Giese.  Council members Solvie and Wohlers were absent.  Also present was City Manager Hill.

CITIZEN'S COMMENTS:  None

PUBLIC HEARING:  None

READING AND APPROVAL OF MINUTES:  12/10/19 Regular Meeting Minutes:  Council member Miller moved, seconded by Gullickson, to approve the 12/10/19 regular meeting minutes.  Motion carried.

12/10/19 Condensed Minutes:  Council member Gullickson moved, seconded by Mayor Giese, to approve the 12/10/19 condensed version minutes.  Motion carried.

CONSENT AGENDA:  Mayor Giese moved, seconded by Council member Miller, to approve the consent agenda which included the following items:

         A.      Audit of City Bills

         B.      Gambling Report

         C.      Pay Estimate #27 - Magney Construction

         D.      Revenue & Expenditure Report

Motion carried.

PETITIONS, REQUESTS AND COMMUNICATIONS: Donation to Fire Department from Horton Community Chest:  Council member Miller moved, seconded by Gullickson, to accept a donation of $400 from the Horton Community Chest to the Morris Fire Department.  Motion carried.

ORDINANCES AND RESOLUTIONSResolution Authorizing Interfund Loan:  Council member Gullickson moved, seconded by Miller, to adopt Resolution #3662-12-19, Resolution Authorizing Interfund Loan, transferring $250,000 from the Capital Outlay Fund to the Airport Runway Extension Project Fund.  Upon a roll call vote taken and all present voting in favor, motion carried. 

Resolution Authorizing the Submission of a Safe Routes to School Planning Grant Application

Council member Miller moved, seconded by Mayor Giese, to adopt Resolution #3663-12-19, Resolution Authorizing the Submission of a Safe Routes to School Planning Grant Application.  Upon a roll call vote taken and all present voting in favor, motion carried.

Resolution Approving a Water Tower Agreement with Info Link Wireless for the Period 2020-2024:  Mayor Giese moved, seconded by Gullickson, to adopt Resolution #3664-12-19, Resolution Approving a Water Tower Agreement with Info Link Wireless for the Period 2020-2024.  Upo9n a roll call vote taken and all present voting in favor, motion carried. 

CITY MANAGER'S REPORTS & RECOMMENDATIONS2020 Licenses:  Council member Miller moved, seconded by Gullickson, to approve the 2020 liquor license application for Stone's Throw Cafe.  Motion carried. 

City Manager Newsletter:  This was informational for the council.

OTHER BUSINESS:  Tourism information was discussed and the definition of marketing for the lodging tax.  Hill stated the two major events that will be promoted on the tourism website will be Prairie Pioneer Days and the Stevens County Fair.  Giese stated he is concerned about Prairie Pioneer Days being a one day event.   

Council member Miller asked if staff could keep track of how many times the city crew plows snow.  Miller noted he had a few calls from people that were upset that the city was even thinking about banning parking on the streets.
