MINUTES - MORRIS CITY COUNCIL - REGULAR MEETING
- NOVEMBER 26, 2019
meeting of the Morris City Council was called to order at 5:15 p.m. this 26th
day of November, 2019, by Mayor Giese in the Council Chambers of the Morris
Senior Citizens/Community Center.
The Pledge of Allegiance was recited.
call was taken with the following members present: Council member
Wohlers, Solvie, Gullickson, Miller and Mayor Giese.
Also present was City Manager Hill and Police Chief Welle.
Chief Welle informed the council that the Morris Police Department conducted
alcohol compliance checks of seven establishments and three of them were not
compliant. Welle stated a letter was sent imposing a fine of $250 for the
establishment and the employee.
AND APPROVAL OF MINUTES: 11/12/19 Regular Meeting Minutes: Council member
Gullickson moved, seconded by Solvie, to approve the 11/12/19 regular meeting
minutes. Motion carried.
Mayor Giese moved, seconded by Miller, to approve the 11/12/19 condensed
version minutes. Motion carried.
Mayor Giese moved, seconded by Council member Wohlers, to approve the consent
agenda which included the following items:
of City Bills
Tree Board Minutes
and Expenditure Report
REQUESTS AND COMMUNICATIONS: Authorization to Use Click Content Studios for Social Media
Posting - Tourism: City Manager Hill indicated the Tourism Board met
with Click Content to talk about the website update that's going to take place.
Hill stated one issue that was discussed is the oversight of the social media
platforms and postings. The recommendation from the Tourism Board is to
start with a minimal package of $400 a month for 8-10 postings. Hill
noted approval will be given before things are posted. Hill added that he
met with Iceberg Hosting about updating the city's website.
moved, seconded by Council member Gullickson, to authorize Click Content
Studios to do social media postings for $400 a month until further
notice. Motion carried.
Resolution Setting Polling Places for 2020 Elections: Hill stated
each year the city needs to set their polling places for the coming year's
elections. Hill indicated that this coming year is a census year and he
would be looking at the process for changing the precincts.
asked if there was any follow up after the polling place on campus was
moved. Hill noted they really liked having the polling pads. Brian
Hermann, who was present at the meeting, stated there was a drop off in the
number of voters. Hermann indicated there is a definite interest in
having a polling location return to UMM.
member Miller moved, seconded by Wohlers, to adopt Resolution #3656-11-19,
Resolution Setting Polling Places for 2020 Elections. Upon a roll call
vote taken and all present voting in favor, motion carried.
MANAGER'S REPORTS & RECOMMENDATIONS: City Manager Newsletter: Mayor Giese asked
where the city was at with the chloride restrictions. Hill explained the
city is very close to meeting the limits and Kris Swanson from Bolton &
Menk is working to make sure the city is doing everything it can to get under
that. Hill stated staff has talked to the big institutional water users
to make sure they're doing what they need to do. Discussion was held on
sending an informational letter out to property owners and what information
should be included
stated there are many people that still don't know what has been done and
having an updated website and making sure information is out there is

by Wohlers, to change the date of the second meeting of the month to December
23 at 5:15, due to the Christmas Eve holiday. Motion carried.
Closing at Noon on Christmas Eve: Mayor Giese moved, seconded by Council member
Solvie, to authorize closing of city facilities at noon on Christmas Eve.
