MINUTES   -   MORRIS CITY COUNCIL    -  REGULAR MEETING  -  June 11, 2019

The regular meeting of the Morris City Council was called to order at 5:15 p.m. this 11th day of June, 2019, by Mayor Giese in the Council Chambers of the Morris Senior Citizens/Community Center. 

PLEDGE OF ALLEGIANCE:  The Pledge of Allegiance was recited.

ROLL CALL:  Roll call was taken with the following members present:  Council member Wohlers, Solvie, Gullickson, Miller and Mayor Giese. Also present was City Manager Hill, Finance Director Raasch and Police Chief Welle. 

CITIZEN'S COMMENTS: Chief Welle presented Officer Shane Nelson with his 15 year pin

Resolution Accepting Insurance Renewal Proposal:   Joel Quam of Bremer Insurance was present at the meeting to discuss the city's insurance renewal and review the executive summary. The League of MN Cities is the city's insurance carrier and has been for a number of years. Quam noted one of the reasons for the increase in premium is the property insurance with the new treatment plant. Quam stated, in addition, every 7 years the League sends out an in person appraiser to look at all buildings and that was done this past year. Quam added that the work comp premium was another big change. The premiums are based on payroll and experience mod. The city went from a .90 mod to 1.06. Quam noted that it is not a bad mod but it does account for part of the increase in premiums. The total insurance renewal premium is $294,807, compared to the expiring premium of $249,322.  

Council member Solvie moved, seconded by Gullickson, to adopt Resolution #3629-6-19, Resolution Accepting Insurance Renewal Proposal. Upon a roll call vote taken and all present voting in favor, motion carried.  

PUBLIC HEARING:  None

READING AND APPROVAL OF MINUTES:  5/28/19 Regular Meeting Minutes:  Council member Miller moved, seconded by Solvie, to approve the 5/28/19 regular meeting minutes.  Motion carried.

5/28/19 Condensed Minutes:  Council member Wohlers moved, seconded by Gullickson, to approve the 5/28/19 condensed version minutes.  Motion carried.

CONSENT AGENDA:  Mayor Giese moved, seconded by Council member Miller, to approve the consent agenda which included the following items:

         A.      Audit of City Bills

         B.      Pay Estimate #21 - Magney Construction

         C.      May Transit Report

         D.      Gambling Report

Motion carried.

PETITIONS, REQUESTS AND COMMUNICATIONS Accept Donation from Morris Lions Club for Park Benches:  Council member Miller moved, seconded by Solvie, to accept the donation of $1,208.81 from the Morris Lions for park benches. Motion carried. 

ORDINANCES AND RESOLUTIONSResolution Authorizing the Purchase of a Transit Bus: Council member Solvie moved, seconded by Wohlers, to adopt Resolution #3630-6-19, Resolution Authorizing the Purchase of a Transit Bus. Upon a roll call vote taken and all present voting in favor, motion carried.  

Resolution Authorizing Fund Transfers: Mayor Giese moved, seconded by Council member Solvie, to adopt Resolution #3631-6-19, Resolution Authorizing Fund Transfers . Upon a roll call vote taken and all present voting in favor, motion carried.  

CITY MANAGER'S REPORTS & RECOMMENDATIONSCity Manager Newsletter:  Hill stated the big news is that the city is making water at the new plant. Hill indicated at some point a general announcement will be made to the public that it's time to look at adjusting water softeners. Giese noted that he liked Solvie's idea, which was for people to unplug their softeners for a couple weeks and see how it goes. Hill stated there is landscaping and demo of the old plant that needs to be completed yet. Hill added that water rates would go up with the July billing. Hill noted it is an impressive facility compared to the old one and all the operations can be seen on a phone or ipad.
