MINUTES – MORRIS CITY COUNCIL – REGULAR MEETING – NOVEMBER 27, 2018

The regular meeting of the Morris City Council was called to order at 5:15 p.m. this 27th day of November, 2018, by Mayor Giese in the Council Chambers of the Morris Senior Citizens/Community Center.

PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was recited.

ROLL CALL: Roll call was taken with the following members present: Council member Wohlers, Solvie, Gullickson, Miller and Mayor Giese. Also present was City Manager Hill, Finance Director Raasch, City Attorney Jordan, Public Works Director Dittbenner and Police Chief Tiegs.

ADDITION TO AGENDA: Mayor Giese moved, seconded by Wohlers, to add to the agenda a Resolution Authorizing Entering Into MN DOT Limited Use Permit No. 7506-0008. Motion carried.

CITIZEN’S COMMENTS: WSB Engineering – Five Year Transit System Plans: None

PUBLIC HEARING: None

READING AND APPROVAL OF MINUTES: 11/13/18 Regular Meeting Minutes: Council member Gullickson moved, seconded by Solvie, to approve the 11/13/18 regular meeting minutes. Motion carried.

11/13/18 Condensed Minutes: Council member Wohlers moved, seconded by Gullickson, to approve the 11/13/18 condensed version minutes. Motion carried.

11/14/18 Canvassing Meeting Minutes: Council member Solvie moved, seconded by Mayor Giese, to approve the 11/14/18 canvassing meeting minutes. Motion carried.

CONSENT AGENDA: Mayor Giese moved, seconded by Council member Miller, to approve the consent agenda which included the following items:

A. Audit of City Bills

B. Revenue & Expenditure Report

Motion carried.

PETITIONS, REQUESTS AND COMMUNICATIONS: None

ORDINANCES AND RESOLUTIONS: Resolution Adopting Assessment for Current Services: Council member Solvie moved, seconded by Wohlers, to adopt Resolution #3582-11-18, Resolution Adopting Assessment for Current Services for lawn mowing services at 310 West 4th Street. Upon a roll call vote taken and all present voting in favor, motion carried.

Resolution Authorizing Entering Into MN DOT Limited Use Permit No. 7506-0008: City Manager Hill explained this is the permit that allows the city to maintain and have crossings on trunk highways in town. There is one by Green River Road and the other is further down by Skyview.

Council member Solvie moved, seconded by Gullickson, to adopt Resolution #3583-11-18, Resolution Authorizing Entering Into MNDOT Limited Permit No. 7506-0008. Upon a roll call vote taken and all present voting in favor, motion carried.

CITY MANAGER'S REPORTS & RECOMMENDATIONS: City Manager Newsletter: Hill announced that Police Chief Tiegs is retiring. Hill stated he appreciates all the time that Tiegs has put in with the city. The next step will be to convene the Civil Service Commission to look at hiring a new chief.

Hill noted the city is not responsible for taking down the trees by PDT Park.

OTHER BUSINESS: Mayor Giese moved, seconded by Council member Solvie, to change the date of the second meeting in December to the 26th due to the Christmas holiday. Motion carried.

INFORMATIONAL ITEMS: MPD Media Reports: These were informational for the council.

WTP Construction Progress Report: This was informational for the council.

CGMC Priorities – 2019 Legislative Session: This was informational for the council.

Council member Wohlers stated he had a valued constituent approach him about senior housing and they expressed concern that there's a gap with regard to handicap accessible housing for seniors that are not ready for an assisted living type facility.

Giese noted he was also contacted by someone and he reached out to East Point Village to ask about their numbers but he hadn’t heard back. Wohlers pointed out it is better to keep them in town rather than people moving to Alex. Council member Miller indicated Morris may be losing some residents to towns like Alex but the city is also gaining people who are moving in from smaller towns.

RECESS: Mayor Giese recessed the council meeting at 5:37 p.m. to hold an EDA meeting.

RECONVENE: Mayor Giese reconvened the council meeting at 5:52 p.m.

Resolution Decertifying TIF District #12 – Super Valu and Authorizing the Return of Excess Unused Tax Increments: This item was discussed during the EDA meeting held at the recess of the council meeting.

Council member Miller, seconded by Wohlers, to adopt Resolution #3585-11-18, Resolution Decertifying TIF District #12 – Super Valu and Authorizing the Return of Excess Unused Tax Increments. Upon a roll call vote taken and all present voting in favor, motion carried.

ADJOURNMENT: There being no further business, Mayor Giese adjourned the meeting at 5:54 p.m.
