JANUARY 23, 2018
The regular meeting of the
Morris City Council was called to order at 5:15 p.m. this 23rd day
of January, 2018, by Mayor Giese in the Council Chambers of the Morris Senior
PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was recited.
ROLL CALL: Roll call was taken with the following
members present: Council member Wohlers, Solvie, Gullickson, Miller and
Mayor Giese. Also present was City Manager Hill, Police Chief Tiegs,
Finance Director Raasch, Public Works Director Dittbenner and City Attorney
CITIZEN'S COMMENTS: None
PUBLIC HEARING: Public Hearing and 2nd
Reading of Ordinance No. 108, An Ordinance Repealing City Code Section 2.55,
HRA, 2.60 Human Rights Commission and 2.62, Rental Housing Commission, and
Amending City Code Section 4.32: City Manager Hill stated he did not
receive any calls about the public hearing.
Mayor Giese opened the
public hearing at 5:16 p.m. There being no comments from the public,
Mayor Giese closed the public hearing at 5:16 p.m. and brought the matter back
to the council for action.
Council member Wohlers
moved, seconded by Mayor Giese, to adopt Ordinance No. 108, An Ordinance
Repealing City Code Sections 2.55, Housing and Redevelopment Authority, 2.60,
Human Rights Commission and 2.62, Rental Housing Commission, and Amending City
Code Section 4.32, Residential Rental Property and Licensing. Upon a roll
call vote taken and all present voting in favor, motion carried.
READING AND APPROVAL OF
MINUTES: 1/9/18 Regular
Meeting Minutes: Council member Gullickson moved, seconded by Council
member Miller, to approve the 1/9/18 regular meeting minutes. Motion
1/9/18 Condensed Minutes: Council member Solvie moved, seconded by
Wohlers, to approve the 1/9/18 condensed version minutes. Motion carried.
CONSENT AGENDA: Mayor Giese moved, seconded by Council
member Solvie, to approve the consent agenda which included the following
of City Bills
Tourism Board Minutes
PETITIONS, REQUESTS AND
to Tourism Board: Mayor Giese moved, seconded by Council member
Gullickson, to appoint Babe Taylor to another three year term on the Tourism
Board. Motion carried. It was noted by Tourism Board ex-officio
Wohlers that Taylor indicated he only wanted to serve one year of the
term. A replacement would be addressed at that time.
Reading of Ordinance No. 109, An Ordinance Repealing and Replacing City Code
Section 2.74, Public Improvements: Hill explained that this ordinance
incorporates the standards for how the city does things from building roads to
how the city assesses for things. Hill noted that the standard road width
has changed from 40-44 feet down to 36-38 feet. Hill explained reasonable
language with regard to sidewalks was added. Hill pointed out that a
paragraph was added towards the end which addresses situations like the Evink
issue. Hill added that the City Council always reserves the right to
adjust things the way they want.
Hill reviewed several items
from the new ordinance.
Mayor Giese moved, seconded
by Council member Miller, to accept this as the first reading of Ordinance No.
109, An Ordinance Repealing and Replacing City Code Section 2.74, Public
Improvements and setting the public hearing and second reading for 5:20 p.m. on
February 13, 2018. Upon a roll call vote taken and all present voting in favor,

Manager Newsletter: This was informational for the council.
Hill informed the council
of a false alarm issue at Key Row Apartments. Hill explained the manager
was very upset with the number of fire call charges they received and indicated
the owner would be coming to talk to the council.
Schedule Board of Review
for 4/2/18: Mayor Giese
moved, seconded by Council member Wohlers, to schedule the board of review for
5:15 p.m. on April 2, 2018. Motion carried.
