MINUTES   -   MORRIS CITY COUNCIL REGULAR MEETING   -  OCTOBER 10, 2017

The regular meeting of the Morris City Council was called to order at 5:15 p.m. this 10th day of October, 2017, by Mayor Giese in the Council Chambers of the Morris Senior Citizens/Community Center.

 

PLEDGE OF ALLEGIANCE:  The Pledge of Allegiance was recited.

 

ROLL CALL:  Roll call was taken with the following members present:  Council member Wohlers, Solvie, Gullickson and Mayor Giese.  Council member Miller was absent.  Also present was City Manager Hill, Finance Director Raasch, Police Chief Tiegs and Fire Chief Dybdal.   

 

CITIZEN'S COMMENTS:  None

 

PUBLIC HEARINGS:  None

 

READING AND APPROVAL OF MINUTES9/26/17 Regular City Council Meeting Minutes:  Council member Solvie moved, seconded by Gullickson, to approve the 9/26/17 regular meeting minutes.  Motion carried.

 

9/26/17 Condensed Version Minutes:  Council member Gullickson moved, seconded by Wohlers, to approve the 9/26/17 condensed version minutes.  Motion carried.

 

CONSENT AGENDA:   Mayor Giese moved, seconded by Council member Wohlers, to approve the consent agenda which included the following items:

            A.         Audit of City Bills

            B.         Pay Estimate #2 - 2017 Reclaims

            C.         Pay Estimate #4 - Eleanor/Brook/N & S Court

            D.         Pay Estimate #2 - Water Treatment Plant

            E.         Pay Estimate #3 - Airport Parallel Taxiway

            F.         September Transit Report

            G.         Gambling Reports

Motion carried.

 

PETITIONS, REQUESTS AND COMMUNICATIONS:  None

 

ORDINANCES AND RESOLUTIONSResolution Approving a Proposal from Bolton & Menk for GPS and GIS Services - Storm Sewer:  Chuck DeWolf of Bolton & Menk was present at the meeting.  DeWolf explained that this proposal stems from the city's MS4 requirements.   DeWolf noted there are several steps to the MS4 process that will be done over time, but one of them coming up is developing a storm sewer structures map.  DeWolf stated that data collected will be used to create a GIS.  This is a powerful tool that allows staff to have all this information right at their fingertips.  Hill pointed out he has talked with the county about putting this data into their system.  Council member Gullickson asked how information is updated.  DeWolf indicated once everything is entered nothing would need to be done until a new improvement project takes place, that way the city will continually have accurate information when development takes place.

Resolution Approving a Proposal from Bolton & Menk for GPS and GIS Services - Storm Sewer: (continued)

Council member Solvie moved, seconded by Mayor Giese to adopt Resolution #3520-10-17, Resolution Approving a Proposal from Bolton & Menk for GPS and GIS Services - Storm Sewer.  Upon a roll call vote taken and all present voting in favor, motion carried.

 

Resolution Adopting Assessment for Current Services:   Council member Solvie moved, seconded by Council member Gullickson, to adopt Resolution #3521-10-17, Resolution Adopting Assessment for Current Services.  Upon a roll call vote taken and all present voting in favor, motion carried.
