MINUTES - MORRIS CITY COUNCIL REGULAR MEETING - MAY 23, 2017

The regular meeting of the Morris City Council was called to order at 5:15 p.m. this 23rd day of May, 2017, by Mayor Giese in the Council Chambers of the Morris Senior Citizen's Community Center.

 

PLEDGE OF ALLEGIANCE:  The Pledge of Allegiance was recited.

 

ROLL CALL:  Roll call was taken with the following members present:  Council member Wohlers, Solvie, Gullickson, Miller and Mayor Giese.  Also present was Finance Director Raasch, Public Works Director Dittbenner and Fire Chief Dybdal. 

 

CITIZEN'S COMMENTS:  None

 

PUBLIC HEARING:  None

 

READING AND APPROVAL OF MINUTES:  5/9/17 Regular Meeting Minutes:  Council member Solvie moved, seconded by Miller, to approve the 5/9/17 regular meeting minutes.  Motion carried.

 

5/9/17 Condensed Minutes:  Council member Wohlers moved, seconded by Gullickson, to approve the 5/9/17 condensed version minutes.  Motion carried.

 

CONSENT AGENDA:  Mayor Giese moved, seconded by Council member Wohlers, to approve the consent agenda which included the following items:

            A.         Audit of City Bills

            B.         4/18/17 Planning Commission Minutes

            C.         4/27/17 Tree Board Minutes

Motion carried.

 

PETITIONS, REQUESTS AND COMMUNICATIONSAccept Donation from Morris Co-op for Fire Department UTV:  Council member Miller moved, seconded by Council member Gullickson, to accept the donation from the Morris Co-op for $1,000 for the purchase of the UTV vehicle for the Fire Department.  Motion carried.

 

Appoint Ed Brands to Planning Commission:  Mayor Giese moved, seconded by Council member Solvie, to appoint Ed Brands to the Planning Commission to replace Tom Hoffman.  Motion carried.

 

Appoint Christa Greeley to Tourism Board:  Mayor Giese moved, seconded by Council member Wohlers, to appoint Christa Greeley to the Tourism Board to replace Natasha Mortenson.  Motion carried.

 

Gambling Reports from the American Legion:  Council member Miller moved, seconded by Solvie, to accept the gambling reports from the American Legion.  Upon a roll call vote taken and all present voting in favor and Mayor Giese abstaining as an officer of the Legion, motion carried.

 

 

 

 

MINUTES - MORRIS CITY COUNCIL REGULAR MEETING - MAY 23, 2017

ORDINANCES AND RESOLUTIONS: Resolution Naming and Renaming Streets and Alleyways:  

Caitlin Christenson, Stevens County GIS specialist, was present at the meeting.  Christenson stated she works closely with Judy Diehl, and when working on 911 addresses they found some areas where it was difficult for emergency services to find addresses.  Christenson recommended the following changes:

 

            *          The alleyway from West 5th Street South and then East to Washington                                           Avenue be named Flicker Lane

            *          The alleyway from West 4th Street South and then East to Pacific Avenue                                      be named Kjenstad Lane

            *          They alleyway from Elm Street North and then East to Oregon Avenue                                           be named Jacobson Lane

            *          Brook Street from Skyview Lane to Blue Bird Court be named East                                      Brook Avenue

 

Christiansen stated they hope to see the changes done by October.  Discussion was held as to whether or not Brook Street and Brook Avenue would be confusing for people. 

 

Council member Solvie moved, seconded by Wohlers, to adopt Resolution #3483-5-17, Resolution Naming and Renaming Streets and Alleyways.  Upon a roll call vote taken and all present voting in favor, motion carried. 

 

Resolution Approving a Master Partnership Agreement with MnDOT:  Mayor Giese moved, seconded by Council member Miller, to adopt Resolution #3484-5-17, Resolution Approving a Master Partnership Agreement with MnDOT.  Upon a roll call vote taken and all present voting in favor, motion carried.

 

Resolution Authorizing Fund Transfer:  Council member Solvie moved, seconded by Gullickson to adopt Resolution #3485-5-17, Resolution Authorizing Fund Transfer from the Liquor Store Fund and Central Garage Fund to the Capital Outlay Fund for the LED lighting lease payment for 2017.  Upon a roll call vote taken and all present voting in favor, motion carried.

 

Resolution Adopting Assessment for Current Services:  Mayor Giese moved, seconded by Council member Miller, to adopt Resolution #3486-5-17, Resolution Adopting Assessment for Current Services.  Upon a roll call vote taken and all present voting in favor, motion carried.

 

CITY MANAGER'S REPORTS & RECOMMENDATIONSCity Manager Newsletter:  This was informational for the council.

 

OTHER BUSINESSArbor Month Celebration:  The tree planting was held this past Sunday, May 21st at Green River Park.

 

Park Tour Wednesday, May 24th at 5:00 p.m.:  The council was reminded of the upcoming park tour.

Tourism Board Update:  Wohlers updated the council on some changes in entertainment for Prairie Pioneer Days.  Wohlers asked if there was a possibility to block off a portion of 7th Street for parking.  Police Chief Tiegs stated there may be a possibility of blocking off some type of an area for parking.

 

INFORMATIONAL ITEMSThe German Difference:  This was informational for the council.

 

ADJOURNMENT:  There being no further business, Mayor Giese adjourned the meeting at 5:50 p.m.
