MINUTES - MORRIS CITY COUNCIL REGULAR MEETING - FEBRUARY 14, 2017

The regular meeting of the Morris City Council was called to order at 5:15 p.m. this 14th day of February, 2017, by Mayor Giese in the Council Chambers of the Morris Senior Citizens/Community Center.

 

PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was recited.

 

ROLL CALL: Roll call was taken with the following members present: Council member Wohlers, Solvie, Gullickson, Milller, and Mayor Giese. Also present was City Manager Hill, Finance Director Raasch, Police Chief Tiegs and Public Works Director Dittbenner. 

 

CITIZEN'S COMMENTS: Fire Chief Dybdal presented the council with an updated picture of the Fire Department from the Relief Association.

 

PUBLIC HEARINGS: None

 

READING AND APPROVAL OF MINUTES: 1/24/17 Regular City Council Meeting Minutes: Council member Solvie moved, seconded by Council member Miller, to approve the 1/24/17 regular meeting minutes. Motion carried.

 

1/24/17 Condensed Version Minutes: Council member Wohlers moved, seconded by Gullickson, to approve the 1/24/17 condensed version minutes. Motion carried.

 

CONSENT AGENDA:  Mayor Giese moved, seconded by Council member Wohlers, to approve the consent agenda which included the following items:

            A.         Audit of City Bills

            B.         January Transit Report

            C.         1/17/17 Tree Board Minutes

            D.         Application for Exempt Permit - Pheasants Forever

            E.         Gambling Report

            F.         Street Dance Permit

Motion carried.

 

Mayor Giese noted in the Tree Board minutes that Jay Fier mentions a problem with projects being done where roots were left exposed and drying in the sun before they were covered up. Giese suggested that be mentioned in the specs for future projects.

 

Council member Miller noted that transit ridership for January was impressive.

 

PETITIONS, REQUESTS AND COMMUNICATIONS: Appoint Donna Wesen to Community Ed Board: Mayor Giese moved, seconded by Council member Solvie , to appoint Donna Wesen to the Community Ed Board. Motion carried.

 

ORDINANCES AND RESOLUTIONS: Resolution Approving County Project within Municipal Corporate Limits:  Todd Larson, Engineer for Stevens County, was present at the meeting. Larson stated this resolution is required because the proposed mill and overlay project will be partially within the city of Morris. Larson stated the project is on County Road 5, or Yankee Ridge Road, which runs by Jim Riley and Sons and the county shop and will go all the way to County Road 20. The start date is on or after June 15th.

Resolution Approving County Project within Municipal Corporate Limits: (continued)

Council member Wohlers moved, seconded by Miller, to adopt Resolution #3454-2-17, Resolution Approving County Project within Municipal Corporate Limits. Upon a roll call vote taken and all present voting in favor, motion carried.

 

Resolution Changing the Bid Opening Date for the North, South and East Court, Brook Street and Eleanor Avenue Improvement Project: Hill explained that this resolution puts the bid opening back one week to allow WSN an extra week to look through the bids and update what the estimated special assessments are going to be. The bids will be brought to the council at their March 28th meeting.

 

Mayor Giese moved, seconded by Council member Solvie, to adopt Resolution #3455-2-17, Resolution Changing the Bid Opening Date for the North, South and East Court, Brook Street and Eleanor Avenue Improvement Project. Upon a roll call vote taken and all present voting in favor, motion carried.
