MINUTES - MORRIS CITY COUNCIL  -  REGULAR MEETING   -   OCTOBER 25, 2016

The regular meeting of the Morris City Council was called to order at 5:15 p.m. this 25th day of October, 2016, by Mayor Giese in the Council Chambers of the Morris Senior Citizens/Community Center.

 

PLEDGE OF ALLEGIANCE:  The Pledge of Allegiance was recited.

 

ROLL CALL:  Roll call was taken with the following members present:  Council member Wohlers, Solvie, Storck and Mayor Giese.  Council member Miller was absent.  Also present was City Manager Hill, Police Chief Tiegs, Fire Chief Dybdal and City Attorney Jordan. 

 

CITIZEN'S COMMENTS:  Swearing in of New Police Officer:  Police Chief Tiegs introduced Matthew Klukas, the new Morris Police Department officer.  Mayor Giese administered the ceremonial oath to Officer Klukas.

 

Judy Diehl - 911 Overview:  Judy Diehl, Stevens County Sheriff's Office Communications Manager, was present at the meeting to review the NG 9-1-1 system.  Diehl stated this new system stands for Next Generation 9-1-1 and allows digital information to flow through the 911 network and other emergency responders.  Diehl explained this would allow a call to be located by the GPS in a cell phone.  Another feature is that it could measure the barometric pressure to find out, for example, if someone was in a skyscraper.  Diehl indicated with this new system the public will be able to make voice, text, photo or video emergency calls from any communication device via internet based networks.  Diehl pointed out this will result in improved officer safety, efficiency and public safety, better access for special needs communities and cost savings.   

 

Diehl stated in order to move into the future seamlessly with this program all addresses for the county and each city need to be cleaned up.  Diehl explained that in an effort to verify and correct addresses a letter will be sent out to those in Stevens County.  Police Chief Tiegs noted this is not forcing any changes to homeowners, it's just allowing the database to be cleaned up.  Tiegs stated by doing this it will make sure everything is documented the same way and everyone has the same abbreviations. 

 

Diehl stated with text to 911 coming, there may only be one operator for all 19 counties.  If the database is not consistent the information may be messed up before it is transferred over to Stevens County dispatch.  Diehl noted a change of address form will be included with the letter and they are asking that those be turned in to the post office.  Also, clearly posted numbers on all residences will help everyone.

READING AND APPROVAL OF MINUTES:  10/11/16 Regular Meeting Minutes:  Council member Storck moved, seconded by Council member Solvie, to approve the 10/11/16 regular meeting minutes.  Motion carried.

 

10/11/16 Condensed Minutes:  Council member Wohlers moved, seconded by Mayor Giese, to approve the 10/11/16 condensed version minutes.  Motion carried.

CONSENT AGENDA:  Mayor Giese moved, seconded by Council member Wohlers, to approve the consent agenda which included the following items:

            A.         Audit of City Bills

            B.         Revenue and Expenditure Report

            C.         9/20/16 Planning Commission Minutes

            D.         9/29/16 Tree Board Minutes

Motion carried.

 

PETITIONS, REQUESTS AND COMMUNICATIONS:  Gambling Report from American Legion:  Council member Storck moved, seconded by Solvie, to accept the gambling application from the American Legion.  Upon a roll call vote taken and all present voting in favor and Mayor Giese abstaining as an officer of the Legion, motion carried.

 

ORDINANCES AND RESOLUTIONS:  Resolution Authorizing the Mayor to Sign and Submit a SCDP Preliminary Proposal:  Alice Strand, Housing Specialist for Stevens County HRA, was present at the meeting to discuss submission of the Small Cities Development Program Preliminary Proposal.  Strand stated the proposal is close to being ready to submit to DEED and they are looking for authorization for the Mayor to sign it.  Strand noted they received a very good response to support the funding request which included 77 applications from the commercial area, 37 from rentals and 30 homeowners from the targeted area.  Strand explained if the proposal is approved they would submit a full application in February.  

 

Strand indicated they are looking at funds to rehab 27 buildings in 30 months; 10 single family homes, 10 single family rentals and 7 businesses.  The dollar amount being requested is $780,000. 

 

Council member Wohlers moved, seconded by Storck, to adopt Resolution #3429-10-16, Resolution Authorizing the Mayor to Sign and Submit a SCDP Preliminary Proposal.  Upon a roll call vote taken and all present voting in favor, motion carried.   

 

Resolution Providing for the Issuance and Sale of $2,875,000 G.O. Bonds, Series 2016A:  

Nick Anhut, Municipal Advisor from Ehlers and Associates, was present at the meeting to discuss the bond sale report.  Anhut stated five bids were received from various underwriting firms.  United Bankers Bank came in with the winning bid with a true interest cost of 1.58%.  Anhut commented that this blew their expectations out of the water.  Anhut noted the difference between the low and high bid equates to about a $38,000 difference in costs.  Anhut stated because of the low rate they were able to downsize the amount of the bond to $2,875,000.  This will reduce interest costs by $326,000 over the life of the refinanced debt.  

 

Council member Wohlers moved, seconded by Solvie, to adopt Resolution #3430-10-16, Resolution Providing for the Issuance and Sale of $2,875,000 G.O. Bonds, Series 2016A.  Upon a roll call vote taken and all present voting in favor, motion carried.

OTHER BUSINESS:  Schedule Budget Worksession:  Mayor Giese moved, seconded by Council member Wohlers, to schedule the budget worksession for November 14th at 5:20 p.m.  Motion carried.

 

Schedule Canvassing Meeting:  Mayor Giese moved, seconded by Council member Storck, to schedule the canvassing meeting for November 14th at 5:15 p.m.

 

INFORMATIONAL ITEMS:  MN Clean Energy Community:  This was informational for the council.

 

ADJOURNMENT:  There being no further business, Mayor Giese adjourned the meeting at 6:04 p.m.
