The regular meeting of the Morris City Council was called to order at 5:15 p.m. this 26th day of January, 2016, by Mayor Giese in the Council Chambers of the Morris Senior Citizens/Community Center.

PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was recited.

ROLL CALL: Roll call was taken with the following members present: Council member Wohlers, Solvie, Miller, Storck and Mayor Giese. Also present was City Manager Hill, Finance Director Raasch and Police Chief Tiegs.

CITIZEN'S COMMENTS: Police Chief Tiegs informed the council that Officer Dittbenner has been promoted to the specialist investigator position. Tiegs presented Dittbenner with his rank collar insignia because this is a corporal position. Tiegs stated Dittbenner is being promoted after Jason Reed left the department after being hired by the county. Tiegs added that Dittbenner is a very good person to step into this position.

ADDITION TO AGENDA: Mayor Giese added a Consumption & Display Permit for Crystal Lanes to the agenda.


READING AND APPROVAL OF MINUTES: 1/12/16 Regular Meeting Minutes: Council member Miller moved, seconded by Council member Storck, to approve the 1/12/16 regular meeting minutes. Motion carried.

1/12/16 Condensed Minutes: Council member Solvie moved, seconded by Wohlers, to approve the 1/12/16 condensed version minutes. Motion carried.

CONSENT AGENDA: Mayor Giese moved, seconded by Council member Wohlers, to approve the consent agenda which included the following items:

A. Audit of City Bills

B. 11/18/15 Tourism Board Minutes

Motion carried.

PETITIONS, REQUESTS AND COMMUNICATIONS: Appointment of Peter Bremer to Library Board: Mayor Giese moved, seconded by Council member Solvie, to appoint Peter Bremer to the Library Board. Motion carried.

Sunday Liquor License - Bello Cucina: Council member Miller moved, seconded by Storck, to approve the Sunday liquor license for Bello Cucina. Upon a roll call vote taken and all present voting in favor, motion carried.

Gambling Report - American Legion: Council member Miller moved, seconded by Wohlers, to accept the gambling report from the American Legion. Upon a roll call vote being taken and Mayor Giese abstaining as an officer of the Legion. Motion carried.

Consumption & Display Permit - Crystal Lanes: Council member Solvie moved, seconded by Miller, to approve the consumption and display permit for Crystal Lanes Entertainment Center. Motion carried.


CITY MANAGER'S REPORTS & RECOMMENDATIONS: City Manager Newsletter: Hill stated that 38 bills were sent out to properties that did not clear their sidewalks. Hill explained that under the new ordinance residents have two days to shovel their sidewalks after a snowfall. On the third day city staff goes out and checks to see if they have been cleared. A list is then given to a private vendor who will clear the sidewalks. The property owner is billed for the cost of the shoveling, a $25 administrative fee and taxes. Hill indicated there have been several property owners challenging whether or not the work was done on their sidewalk.

It was the consensus of the council that this ordinance has to be enforced for safety purposes. Hill stated this ordinance is different from other nuisance ordinances in that it's the one time the city is not required to give notice before taking action.

On another note, Hill informed the council there were 25 cars towed during this last snow alert.

LGA Meeting in Breck: Hill stated he and Mayor Giese attended a meeting with local legislators in Breckenridge. Hill indicated it is critical that LGA be the #1 priority in this legislative session. The city needs to see more in LGA otherwise Morris will struggle to maintain what it is currently doing.

Schedule Board of Review for 4/4/16: Mayor Giese moved, seconded by Council member Storck, to schedule the Board of Review for April 4, 2016 at 5:15 p.m. Motion carried.


INFORMATIONAL ITEMS: Correspondence from Coalition: This was informational for the council.

ADJOURNMENT: There being no further business, Mayor Giese adjourned the meeting at 5:55 p.m.
