MINUTES      –      MORRIS CITY COUNCIL REGULAR MEETING      –      JULY 14, 2015

The regular meeting of the Morris City Council was called to order at 5:15 p.m. this 14th day of July, 2015, by Mayor Giese in the Council Chambers of the Morris Senior Citizens/Community Center. 

PLEDGE OF ALLEGIANCE:  The Pledge of Allegiance was recited.

ROLL CALL:  Roll call was taken with the following members present:  Council member Wohlers, Solvie, Miller, Storck and Mayor Giese.  Also present was City Manager Hill, Finance Director Raasch, City Attorney Jordan and Police Chief Tiegs. 

CITIZEN'S COMMENTS:  None

PUBLIC HEARINGS:  None

READING AND APPROVAL OF MINUTES6/23/15 Regular Meeting Minutes:  Council member  Wohlers moved, seconded by Council member Storck, to approve the 6/23/15 regular meeting minutes.  Motion carried.

6/23/15 Condensed Version Minutes:  Council member Solvie moved, seconded by Miller, to approve the 6/23/15 condensed version minutes.  Motion carried.

CONSENT AGENDA:  Mayor Giese moved, seconded by Council member Storck, to approve the consent agenda which included the following items:

         A.      Audit of City Bills

         B.      F & S Concrete – Pay Estimate #1

         C.      June Transit Report

         D.      Application for Exempt Permit – Deer Hunters Assn.

         E.       Gambling Reports

Motion carried.

PETITIONS, REQUESTS AND COMMUNICATIONSRegistration and Training for Boards of Appeal and Equalization:   This was informational for the council.

ORDINANCES AND RESOLUTIONSResolution Authorizing the Submission of a Point Source Implementation Grant Application:  Hill stated language was written into the legislature this year to allow the city to use sewer fund money for a water treatment plant.  This resolution would authorize the city to make application for $3 million for that grant source.  The city is also still moving forward with the capital budget request and all that paperwork has been submitted and there will be a committee visit sometime within the next month.     

Hill stated that this would be a solution for DENCO, the city of Morris and the City of Alberta as well.  Hill stated just because the city has well capacity doesn't mean it has treatment capacity. 

Hill suspected that if the city receives the grants they will coordinate the two.

Council member Miller moved, seconded by Wohlers, to adopt Resolution #3322-7-15, Resolution Authorizing the Submission of a Point Source Implementation Grant Application.  Upon a roll call vote taken and all present voting in favor, motion carried.

Resolution Directing the City Manager/Zoning Administrator to Give Notice of Substandard Properties:   Hill explained that the city has received several complaints about two houses owned by Barry Bjornson.  He has dug out a large hole and opened up the basement in each house.  Hill stated there is a building permit for one and an application for a permit for the other but it hasn't been issued because the building official has some concerns about the process of how it has to be done. 

Hill indicated he talked to the owner last week and it does not seem like he has a clue as to how much work needs to be done.  Hill stated the one property is sold on a contract for deed with Mike Sax and the other is sold outright to him.  Sax is aware of what the city is doing and he's not any happier about it than the city is.  This resolution would direct the city to give Bjornson a 30 day notice to correct the deficiencies at these properties.    

Hill pointed out a snow fence was put up by the city to protect the area and Bjornson will be billed for that.  Storck feels Bjornson will never get this done in 30 days and wants the resolution passed by the council.  Hill noted that more than likely the building inspector will condemn the properties.  Hill stated it's the worst he's ever seen of somebody trying to fix a house. 

Council member Wohlers moved, seconded by Solvie, to adopt Resolution #3323-7-15, Resolution Directing the City Manager/Zoning Administrator to Give Notice of Substandard Properties.  Upon a roll call vote taken and all present voting in favor, motion carried.
