MINUTES – MORRIS CITY
COUNCIL REGULAR MEETING – MAY 12, 2015
The regular meeting of the
Morris City Council was called to order at 5:15 p.m. this 12th day
of May, 2015, by Mayor Giese in the Council Chambers of the Morris Senior
PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was recited.
ROLL CALL: Roll call was taken with the following
members present: Council member Wohlers, Solvie, Miller, Storck and Mayor
Giese. Also present was City Manager Hill, Finance Director Raasch, Fire
Chief Dybdal and City Engineer/Inspector Fier. Public Works Director
Dittbenner arrived at 5:20 p.m.
ADDITIONS TO AGENDA: Mayor Giese added the following two items
to the agenda: 1)Application to Conduct Excluded Bingo – Morris
Lions 2)Resolution Authorizing Purchase of a Transit Bus.

PUBLIC HEARINGS: None
READING AND APPROVAL OF
Organizational Meeting Minutes: Council member Solvie moved, seconded
by Council member Miller, to approve the 4/28/15 regular meeting minutes.
Version Minutes: Council
member Wohlers moved, seconded by Miller, to approve the 4/28/15 condensed
version minutes. Motion carried.
CONSENT AGENDA: Mayor Giese moved, seconded by Council
member Storck, to approve the consent agenda which included the following
of City Bills
to Conduct Excluded Bingo – Morris Lions
PETITIONS, REQUESTS AND
Amending the 2015 Budget for the City of Morris: City Manager Hill
stated there was a technical glitch in the formula in the excel spreadsheet which
was showing the wrong number. Hill stated there are no changes to the budget
from what was presented, just that the totals were wrong.
Council member Miller
moved, seconded by Wohlers, to adopt Resolution #3306-5-15, Resolution Amending
the 2015 Budget for the City of Morris. Upon a roll call vote taken and
all present voting in favor, motion carried.
Resolution Approving an
Amendment to a Tower and Land Lease Agreement with Northern PCS Services, LLC,
dba Sprint: Hill stated that
there is very good cell coverage in Morris and the surrounding area. The
council has already approved an adjustment for Verizon and Hill recommended the
council approve this request for Sprint as well.
Council member Wohlers
moved, seconded by Council member Solvie, to adopt Resolution #3307-5-15,
Resolution Approving an Amendment to a Tower and Land Lease Agreement with
Northern PCS Services, LLC, dba Sprint. Upon a roll call vote taken and
all present voting in favor, motion carried.
the Purchase of a Transit Bus:
Hill explained that a new bus was in the budget. Raasch noted that the
city received the state contract the beginning of last week so they would like
to get the bus approved and ordered. The city gets a new bus every other year
so the buses are 12 years old by the time the city sells them. Raasch
stated they are hoping to get a new one next year too because of the condition
of one of the current buses.
Mayor Giese moved,
seconded by Council member Storck, to adopt Resolution #3308-5-15, Resolution
Authorizing the Purchase of a Transit Bus. Upon a roll call vote taken
and all present voting in favor, motion carried.
CITY MANAGER'S REPORTS
& RECOMMENDATIONS: City
Manager Newsletter: This was informational for the council.
City Hall Summer
Schedule: City Manager Hill
discussed with the council an option for city hall to be open longer Monday
through Thursday and close early on Fridays during the summer months.
Hill explained that typically city hall is very quiet on Friday afternoons in
the summer and this is a common practice in other cities.
Mayor Giese stated other businesses
don't have the opportunity to do this and believes the council would hear a lot
of complaints. Council member Storck stated he didn't see a problem with
it as long as employees get their time in. Miller suggested employees
come in an hour early on Friday and leave an hour early. Council member
Wohlers stated he didn't see a problem with it. Solvie suggested
setting up a rotating schedule so that at least one person is in the office on
Friday afternoons. Solvie suggested doing that for a trial period of a
few weeks and if there isn't much traffic on Friday afternoons then it could be
proved to the citizens.
Hill indicated he wasn't
going to ask the council for a vote and felt he had enough information to make

Mayor Giese proclaimed the weekend of May 22-25 as honor and remember
ADJOURNMENT: There being no further business, Mayor
Giese adjourned the meeting at 6:00 p.m.
