MINUTES– MORRIS CITY COUNCIL REGULAR MEETING–FEBRUARY 11, 2014

The regular meeting of the Morris City Council was called to order at 5:15 p.m. this 11th day of February, 2014, by Mayor Giese in the Council Chambers of the Morris Senior Citizens/Community Center.

PLEDGE OF ALLEGIANCE:  The Pledge of Allegiance was recited.

ROLL CALL:  Roll call was taken with the following members present:  Council member Wohlers, Solvie, Miller, Storck and Mayor Giese. Also present was City Manager Hill,  Finance Director Raasch, Public Works Director Dittbenner, Police Chief Tiegs and Fleet Manager Searle.

ADDITION TO AGENDA:  Mayor Giese added a resolution to the agenda:  Resolution Approving a West Central S.W.A.T. Team Agreement.

CITIZENíS COMMENTS:  None

PUBLIC HEARINGS:  None

 

READING AND APPROVAL OF MINUTES1/28/14 Regular Meeting Minutes:  Council member Miller moved, seconded by Storck, to approve the 1/28/14 regular meeting minutes.  Motion carried.

1/28/14 Condensed Version Minutes:  Council member Wohlers moved, seconded by Mayor Giese, to approve the 1/28/14 condensed version minutes.  Motion carried.

CONSENT AGENDA:  Mayor Giese moved, seconded by Council member Wohlers, to approve the consent agenda which included the following items:

         A.      Audit of City Bills

         B.      January Transit Report

Motion carried.

PETITIONS, REQUESTS AND COMMUNICATIONS:  None

ORDINANCES AND RESOLUTIONSResolution Approving a West Central S.W.A.T. Team Agreement:  Police Chief Tiegs explained that the only change to the agreement is that Big Stone County dropped out and the City of Montevideo joined.  Also, membership fees increased slightly due to equipment and training.

Council member Storck, seconded by Solvie to adopt Resolution #3213-2-14, Resolution Approving a West Central S.W.A.T. Team Agreement.  Upon a roll call vote taken and all present voting in favor, motion carried.

CITY MANAGER'S REPORTS & RECOMMENDATIONSCity Manager Report:  This was informational for the council.

Acceptance of Donations for Batting Cage:  Mayor Giese moved, seconded by Council member Storck, to accept donations of $600 from Morris Area Schools and $608 from the Morris Baseball Association for the new batting cage.  Motion carried.

NEW BUSINESS:  None

OLD BUSINESS:  None

INFORMATIONAL ITEMSCGMC Action Alert:  This was informational for the council.

Report on the Effects of Chloride from Wastewater on the Environment:  This was informational for the council.

Mayor Giese noted that he and City Manager Hill went to the Benson City Council meeting to talk about special assessments.  The City of Benson has not done a special assessment for over 15 years and are now having issues with their infrastructure.

Council member Wohlers asked, with regard to the NC zoning district, when citizens would have a chance to discuss their concerns.  Hill urged anyone that had questions and concerns to come to the public hearing next week because that is what it is for.  Notice was published in the paper and notices were sent out to everyone within 350 feet of the zoning area. 

ADJOURNMENT:  There being no further business, Mayor Giese adjourned the meeting at 5:42 p.m.
