MINUTES–MORRIS CITY COUNCIL REGULAR MEETING– DECEMBER 23, 2013

The regular meeting of the Morris City Council was called to order at 5:15 p.m. this 23rd day of December, 2013, by Mayor Giese in the Council Chambers of the Morris Senior Citizens/Community Center.

PLEDGE OF ALLEGIANCE:  The Pledge of Allegiance was recited.

ROLL CALL:  Roll call was taken with the following members present:  Council member Wohlers, Solvie, Storck and Mayor Giese.  Council member Miller arrived at 5:20 p.m.  Also present was City Manager Hill, Finance Director Raasch, Police Chief Tiegs and City Attorney Jordan.

ADDITION TO AGENDA:  Mayor Giese added to the agenda a Resolution Authorizing Temporary Interfund Loans and Fund Transfers.

CITIZEN'S COMMENTSPresentation of HRC Award:  The 2013 Thomas B. McRoberts Human Rights Commission Award was presented to Keni Zenner.  Zenner was a student at UMM and has since come back to work there as well.  Argie Manolis, present at the meeting on Zenner's behalf, stated as a student Keni was involved in many aspects of social justice and continues to create a just community for everyone.

READING AND APPROVAL OF MINUTES12/10/13 Regular Meeting Minutes:  Council member Storck moved, seconded by Wohlers, to approve the 12/10/13 regular meeting minutes.  Motion carried.

12/10/13 Condensed Version Minutes:  Council member Wohlers moved, seconded by Mayor Giese, to approve the 12/10/13 condensed version minutes.  Motion carried.

CONSENT AGENDA:  Mayor Giese moved, seconded by Council member Storck, to approve the consent agenda which included the following items:

         A.      Audit of City Bills

         B.      SCMC Administrative Report

         C.      Raffle License Report

         D.      Gambling Report

         E.       Application for Exempt Permit – Deer Hunters

         F.       Revenue & Expenditure Report

         G.      11/19/13 Planning Commission Minutes

         H.      12/2/13 Planning Commission WS Minutes
Motion carried.

PETITIONS, REQUESTS AND COMMUNICATIONSLiquor License for American Legion:  Council member Solvie moved, seconded by Miller, to approve the liquor license for the American Legion.  Upon a roll call vote taken and all present voting in favor and Mayor Giese abstaining as an officer of the Legion, motion carried.

Donation for Police Department:  Police Chief Tiegs stated this money will be used for training for Officer Dittbenner for the RAAD program. 

Council member Miller moved, seconded by Storck, to accept a $500 donation for the Morris Police Department from West Central Christian Homes.  Motion carried.

ORDINANCES AND RESOLUTIONSResolution Renewing the WSN Engineering Services Agreement for 2014:  Council member Wohlers moved, seconded by Solvie, to adopt Resolution #3201-12-13, Resolution Renewing the WSN Engineering Services Agreement for 2014.  Upon a roll call vote taken and all present voting in favor, motion carried.

Resolution Revoking Rental Housing Licenses for Non-Compliance:  City Manager Hill stated he received a call from Jamie Swenson this morning but pointed out to Swenson that the letter he received stated this would be brought before the council tonight.   Miller asked what kind of time frame it has been since he was notified.  Hill believes this goes back about six months.  Hill noted he was also contacted by an individual with Anda properties.  Hill stated this is kind of late in the game to just figure out maybe something should be done.  These owners can reapply and get reinstated once the issues have been taken care of.   

Solvie asked if these owners are technically not able to rent the property.  Hill stated that is a whole other process and hopefully this prompts them to get the items taken care of.  Hill stated the big thing for the city is that if their license is revoked they shouldn't be collecting rent checks.  Hill noted the things that need to be taken care of are minor.  Giese stated that may be but they are certainly based on safety.  Hill indicated he would give them notice that their licenses have been revoked. 

Mayor Giese moved, seconded by Council member Storck, to adopt Resolution #3202-12-13, Resolution Revoking Rental Housing Licenses for Non-Compliance.  Upon a roll call vote taken and all present voting in favor, motion carried.

Resolution Authorizing Temporary Interfund Loans and Fund Transfers:  Council member Miller moved, seconded by Wohlers, to adopt Resolution #3203-12-13, Resolution Authorizing Temporary Interfund Loans and Fund Transfers.  Upon a roll call vote taken and all present voting in favor, motion carried.
