MINUTES  – MORRIS CITY COUNCIL REGULAR MEETING – JANUARY 22, 2013

The regular meeting of the Morris City Council was called to order at 5:15 p.m. this 22nd   day of January, 2013, by Mayor Giese in the Council Chambers of the Morris Senior Citizens/Community Center.

PLEDGE OF ALLEGIANCE:  The Pledge of Allegiance was recited.

ROLL CALL:  Roll call was taken with the following members present:  Council member Wohlers, Solvie, Storck and Mayor Giese.  Council member Miller arrived at 5:19 p.m. Also present was City Manager Hill, Finance Director Raasch, Fleet Manager Searle, Fire Chief Dybdal and City Engineer/Surveyor/Inspector Fier, Public Works Director Dittbenner and City Attorney Jordan. 

ADDITIONS TO AGENDA:  Mayor Giese added two Application for Exempt Permits from the AmVets Post 290.

CITIZENS COMMENTS:  None

PUBLIC HEARINGS:  None

READING AND APPROVAL OF MINUTES1/8/13 Regular Meeting Minutes:  Council member Storck moved, seconded by Wohlers, to approve the 1/8/13 regular meeting minutes.  Motion carried.

1/8/13 Regular Meeting Minutes:  Council member Solvie moved, seconded by Mayor Giese, to approve the 1/8/13 condensed version minutes.  Motion carried.

CONSENT AGENDA:  Mayor Giese moved, seconded by Council member Storck, to approve the consent agenda which included the following items:

A.          Audit of City Bills

B.         Final Pay Estimate – Pacific Avenue Arch Pipe Extension   

C.        SCMC Administrative Report

D.        Application for Exempt Permit – Pheasants Forever

E.         Application for Exempt Permit – AmVets, July 14, 2013

F.         Application for Exempt Permit – AmVets, September 27, 2013

Motion carried.

PETITIONS, REQUESTS AND COMMUNICATIONSTemporary On Sale Liquor Application:  Council member Storck moved, seconded by Solvie, to approve the temporary on sale liquor license for the American Legion for February 2, 2013.  Upon a roll call vote taken and all present voting in favor and Mayor Giese abstaining as an officer of the Legion, motion carried.

Re-Appointment of Ex-Officios:  Mayor Giese made a change and appointed Kevin Wohlers to the Tourism Board and himself to the Human Rights Commission.

ORDINANCES AND RESOLUTIONSResolution Approving Plans and Specifications and Authorizing Advertising for Bids for the West 9th, 10th and 11th Street Improvement Project:  City Engineer Fier stated there were a few minor changes since the original public hearing.  These include the widening of 9th Street, looping  the water main and moving some sanitary sewer extensions. A water line into Wells Park was included for possible future irrigation.  Fier noted he and Jeff Kuhn have been working on the staging process.  The project will begin May 13th and be done by the middle of November.  Fier indicated this is a big project but very doable. 

Hill stated the original estimate was $3.3 million which included a 15% contingency.  Hill explained the new estimate lowered the contingency to 5% but staff decided on 10%.  The council took previous action to move some money around to help fund the contingency so when the time comes to do a bond issue the city won't have to borrow contingency money.  Hill anticipates a lot of bidders for this project.  Bids will be open on March 14th and brought to the council on the 26th, leaving time to figure out some special assessment calculations. 

Mayor Giese moved, seconded by Council member Miller, to adopt Resolution #3139-1-13, Resolution Approving Plans and Specifications and Authorizing Advertising for Bids for the West 9th, 10th and 11th Street Improvement Project.  Upon a roll call vote taken and all present voting in favor, motion carried.

Hill indicated the assessment estimate is between $8,000 and $10,000 per property.  The assessment term is 15 years but it can be set longer if the council wishes. 

CITY MANAGERíS REPORTS & RECOMMENDATIONSSchedule Board of Review:   Council member Miller moved, seconded by Wohlers, to schedule the Board of Review for April 2, 2013 at 5:15 p.m. in the Council Chambers.  Motion carried. 

Board of Review Training:  Sheldon Giese and Kevin Wohlers indicated interest in attending this training.
