MINUTES–MORRIS CITY COUNCIL REGULAR MEETING –FEBRUARY 14, 2012

The regular meeting of the Morris City Council was called to order at 5:15 p.m. this 14th day of February, 2012, by Mayor Giese in the Council Chambers of the Morris Senior Citizens/Community Center.

PLEDGE OF ALLEGIANCE:  The Pledge of Allegiance was recited.

ROLL CALL:  Roll call was taken with the following members present:  Council member   Webster, Miller, Storck and Mayor Giese.  Council member Carrington arrived at 5:19 p.m.  Also present was Police Chief Beauregard, Finance Director Krosschell and City Attorney Jordan.  Public Works Director Dittbenner arrived at 5:22 p.m. 

CITIZEN’S COMMENTS:  None

PUBLIC HEARINGS:  None

READING AND APPROVAL OF MINUTES:  1/24/12 Regular Meeting Minutes:  Council member Storck moved, seconded by Miller, to approve the 1/24/12 regular meeting minutes.  Motion carried.

1/24/12 Condensed Version Minutes:  Council member Webster moved, seconded by Mayor Giese, to approve the 1/24/12 condensed version minutes.  Motion carried.

CONSENT AGENDA:  Mayor Giese moved, seconded by Council member Miller, to approve the consent agenda which included the following items:

         A.      Audit of City Bills

         B.      Pay Estimate #3 – Ferguson Waterworks

         C.      January Transit Report

         D.      Disposed/New Assets

         E.       1/11/12 Library Board Minutes

         F.       10/18/11 Planning Commission Minutes

Motion carried.

PETITIONS, REQUESTS AND COMMUNICATIONS:  Gambling Report from American Legion:  Council member Miller moved, seconded by Storck, to accept the gambling report from the American Legion.  Upon a roll call vote taken and all present voting in favor, and Mayor Giese abstaining as an officer of the Legion, motion carried.

ORDINANCES AND RESOLUTIONS:  Resolution Authorizing the Submission of a Community Forest Bonding Grant Application:  Mayor Giese moved, seconded by Council member Carrington, to adopt Resolution #3066-2-12, Resolution Authorizing the Submission of a Community Forest Bonding Grant Application.  Upon a roll call vote taken and all present voting in favor, motion carried.

CITY MANAGER’S REPORTS & RECOMMENDATIONS:  Appointment of Don Goracke to HRA Board:   Mayor Giese appointed Don Goracke to the HRA Board.

City Manager Report:  This was informational for the council.

Council member Miller asked if a company has a $3 million dollar plane why the city is responsible for buying a tug at the airport.  It was questioned what was wrong with the tractor that the city already has for this purpose.  Council member Storck indicated this purchase would have to be justified.

NEW BUSINESS:  There was discussion on the trees being taken down across from the funeral home. 

OLD BUSINESS:    None

INFORMATIONAL ITEMS:  Wellhead Protection Program Evaluation:  This was informational for the council.

Performance Measurement Program Survey:  Mayor Giese stated city staff is planning on sending this out in April.  Miller stated he would like to see a question added about customer service at City Hall.  Webster stated he would like to see an additional question on what citizens feel as overall appeal for Morris as a destination point from a tourism standpoint.

ADJOURNMENT:  There being no further business, Mayor Giese adjourned the meeting at 5:35 p.m.
