MINUTES -  MORRIS CITY COUNCIL -  REGULAR MEETING  -  MARCH 23, 2010

The regular meeting of the Morris City Council was called to order at 5:15 p.m. this 23rd day of March, 2010, by Mayor Giese in the Council Chambers of the Morris Senior Citizens/ Community Center.

PLEDGE OF ALLEGIANCE:  The Pledge of Allegiance was recited.

ROLL CALL:  Roll call was taken with the following members present:  Council member Carrington, Webster, Miller, Storck and Mayor Giese.  Also present was City Manager Hill, Finance Director Krosschell, Police Chief Beauregard, Public Works Director Dittbenner, and City Attorney Glasrud.

CITIZEN’S COMMENTS:  Jerry Lesmeister was at the meeting and voiced several concerns to the council.  Lesmeister’s first concern was the lack of snow removal on city sidewalks, specifically in his neighborhood.  Lesmeister stated there is an ordinance that's supposed to be enforced with regard to sidewalks and it is a public safety issue.

Lesmeister asked if there was a policy or ordinance with regard to wind energy or putting a wind tower on private property.  Hill stated the Planning Commission is going to be looking at this and they are in the process of getting some sample ordinances from other cities. 

Lesmeister stated he believes Pacific Avenue is scheduled for reconstruction in 2011 and because of new state requirements he has some concerns about the weight limits for this road.  Hill indicated that is something city staff could look into with the Police Department. 

Lesmeister stated there is a flagpole at the Library but there’s hasn’t been a flag on it for over a year.  Lesmeister suggested if there is not going to be a flag there to save some electricity and turn off the lights that shine on the flagpole. 

PUBLIC HEARINGS:  None

READING AND APPROVAL OF MINUTES:  3/9/10 Regular Meeting Minutes:  Mayor Giese moved, seconded by Storck, to approve the 3/9/10 regular meeting minutes.  Motion carried.

3/9/10 Condensed Version Minutes:  Council member Storck moved, seconded by Council member Miller, to approve the 3/9/10 condensed version minutes.  Motion carried.

CONSENT AGENDA:  Council member Miller moved, seconded by Webster, to approve the consent agenda, which included the following items:

A.             Audit of City bills.

B.             SCMC Administrative Report

C.            Gambling Reports

D.            Planning Commission Minutes, 11/17/09

E.             Human Rights Commission Minutes, 2/24/10

Motion carried.

 

PETITIONS, REQUESTS AND COMMUNICATIONS:  Gambling Report from American Legion:  Council member Storck moved, seconded by Carrington, to accept the gambling report from the American Legion.  Upon a roll call vote taken and all present voting in favor and Mayor Giese abstaining, motion carried.

ORDINANCES AND RESOLUTIONS:  Resolution Authorizing Fund Transfers:  Council member Storck moved, seconded by Mayor Giese, to adopt Resolution #2917-3-10, A Resolution Authorizing Fund Transfers.  Upon a roll call vote taken and all present voting in favor, motion carried.

CITY MANAGER’S REPORTS & RECOMMENDATIONS: City Manager Report:  This was informational for the council.

Hill noted the Planning Commission is looking for another member.

Discussion was held on a rental property in town that was badly damaged by the tenants.    The council expressed concern over the fact that there were children living in an unfit home.  It was the consensus of the council that the landlord wanted the city to be aware of the situation but noted that it is a business.  It was suggested that landlords obtain references and deposits.    

Discussion was held on utility bills and the fact that they are in the property owner’s name.  City Attorney Glasrud noted that landlords are not in favor of this but that is what deposits and credit checks are for.      

Consumption and Display Application:  Council member Miller moved, seconded by Storck, to approve the consumption and display permit for Crystal Lanes Entertainment Center.

Appointment to Police Civil Service Commission:  Mayor Giese appointed Dale Peterson to the Police Civil Service Commission to complete Carl Benson's term. 

NEW BUSINESS:  Carrington asked about the center islands in the City Center parking lot.  Discussion was held on what to do with the islands and how to maintain them.  At Webster’s suggestion it was decided the city would entertain a plan from a service organization to take care of the islands.

OLD BUSINESS:  None

INFORMATIONAL ITEMS:  None

ADJOURNMENT:  There being no further business, Mayor Giese adjourned the meeting at 5:50 p.m.
