MINUTES– MORRIS CITY COUNCIL REGULAR MEETING– FEBRUARY 9, 2010

The regular meeting of the Morris City Council was called to order at 5:15 p.m. this 9th day of February, 2010, by Mayor Giese in the Council Chambers of the Morris Senior Citizens/Community Center.

PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was recited.

ROLL CALL: Roll call was taken with the following members present: Council member Carrington, Webster, Miller, Storck and Mayor Giese. Also present was City Manager Hill, Finance Director Krosschell, Public Works Director Dittbenner, Police Chief Beauregard and City Attorney Glasrud.

CITIZEN’S COMMENTS: None

PUBLIC HEARINGS: None

READING AND APPROVAL OF MINUTES: 1/26/10 Regular Meeting Minutes: Council member Miller moved, seconded by Webster, to approve the 1/26/10 regular meeting minutes. Motion carried.

1/26/10 Condensed Version Minutes: Council member Webster moved, seconded by Storck, to approve the 1/26/10 condensed version minutes. Motion carried.

CONSENT AGENDA: Mayor Giese moved, seconded by Miller, to approve the consent agenda, which included the following items:

A.             Approval of the city bills dated February 9, 2010.

B.             Application to Conduct Excluded Bingo

C.            Street Dance Permits – Morris Eagles, July 9th & 10th

D.            Application for a Temporary On Sale Liquor License

E.             January Transit Report

F.             HRC Minutes, 1/27/10

Motion carried.

Miller asked if there were any issues with the event at the fairgrounds last year and Beauregard stated there were not. Beauregard noted Friday’s event is for the registered campers at the fairgrounds only and not open to the public.

PETITIONS, REQUESTS AND COMMUNICATIONS: None

ORDINANCES AND RESOLUTIONS: Resolution Renewing the WSN Engineering Services Agreement: Hill stated he has talked with City Engineer Fier and he is satisfied with the work WSN is doing. Fier also has a good working relationship with Jeff Kuhn. Hill stated it is city staff’s recommendation that the contract be renewed.

Council member Miller moved, seconded by Storck, to adopt Resolution #2909-2-10, Resolution Renewing the WSN Engineering Services Agreement. Upon a roll call vote taken and all present voting in favor, motion carried.

 

Resolution Amending Resolution No. 2784-2-08, "Resolution Setting Fees and Charges":

Mayor Giese moved, seconded by Webster, to adopt Resolution #2910-2-10, Resolution Amending Resolution No. 2784-2-08, "Resolution Setting Fees and Charges". Upon a roll call vote taken and all present voting in favor, motion carried.

CITY MANAGER’S REPORTS & RECOMMENDATIONS: Appointment to Rental Housing Commission: Mayor Giese appointed Nathan Hoffman to the Rental Housing Commission for a two year term.

Sunday Liquor License: Council member Miller moved, seconded by Carrington, to approve the Sunday liquor license for Bello Cucina. Motion carried.

City Manager Report: This was informational for the council.

NEW BUSINESS: The recent snowstorm was discussed, along with complaints and compliments on the snow removal.

Council member Storck asked if there could be a public service announcement to alert homeowners to make sure their sewer vents are kept open.

Webster asked if someone could still get a ticket if the snow emergency is still in effect and the street has been plowed. Beauregard stated they can ticket and tow if it’s determined that the street is not done because sometimes they have to come back through again. Beauregard noted that most of the time they don’t end up with that problem.

Hill reminded residents to shovel out their fire hydrants and to help take care of elderly neighbors.

Dittbenner indicated with regard to alleys it would be nice if people could pull their trash cans into their garage if it is not pick up day.

OLD BUSINESS: None

INFORMATIONAL ITEMS: New & Disposed Assets: Glasrud noted on the disposed assets it lists security cameras from the liquor store and he believes there should be cameras there. Beauregard stated it is his position that they be there as well but these are broken.

ADJOURNMENT: There being no further business, Mayor Giese adjourned the meeting at 5:47 p.m.
