MINUTES–MORRIS CITY
COUNCIL–REGULAR MEETING– DECEMBER 22, 2009
The regular meeting of the
Morris City Council was called to order at 5:15 p.m. this 22nd
day of December, 2009, by Mayor Giese in the Council Chambers of the Morris
Senior Citizens/Community Center.
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was recited.
ROLL CALL: Roll
call was taken with the following members present: Council member Carrington,
Webster, Miller, Storck and Mayor Giese. Also present was City Manager Hill,
Finance Director Krosschell, Public Works Director Dittbenner, Police Chief
Beauregard, City Engineer/Surveyor/Inspector Fier, Fleet Manager Searle and
City Attorney Glasrud.

READING AND APPROVAL OF
MINUTES: 12/8/09 Regular Meeting Minutes: Council member Miller
moved, seconded by Storck, to approve the 12/8/09 regular meeting minutes.
Motion carried.

Version Minutes: Council member Carrington moved, seconded by Mayor Giese,
to approve the 12/8/09 condensed version minutes. Motion carried.
CONSENT AGENDA:
Council member Storck moved, seconded by Webster, to approve the audit of the
city bills dated December 22, 2009. Upon a roll call vote taken and all
present voting in favor and Mayor Giese abstaining, motion carried.

PETITIONS, REQUESTS AND
COMMUNICATIONS: None
ORDINANCES AND
RESOLUTIONS: Resolution Approving an Updated Joint Powers Agreement for
Community Education: Hill stated the changes are typographical or more
oriented towards how the board actually works and how it is set up.
Council member Webster
moved, seconded by Storck, to adopt Resolution #2902-12-09, Resolution
Approving an Updated Joint Powers Agreement for Community Education. Upon a
roll call vote taken and all present voting in favor, motion carried.

Resolution Supporting
the 2010 Census: Hill explained the state
demographer is very concerned that every person in the state of Minnesota gets
counted. Hill noted the city needs to get the word out that every person needs
to fill out the census information. It was discussed how to deal with snow
birds and college students. Hill indicated this resolution would give support
to make sure citizens understand it is critical to participate in this project.
Miller
suggested notifying snowbirds through the utility billing system that they should
be looking for the census information.
Council
member Miller moved, seconded by Mayor Giese, to adopt Resolution #2903-12-09,
Resolution Supporting the 2010 Census. Upon a roll call vote taken and all
present voting in favor, motion carried.
Resolution Establishing
a General Fund Reserve Balance Policy: Hill explained the City has a
current fund balance policy that requires a fund balance cash flow reserve of
50% of the adopted budget for the following year. The State of Minnesota is
looking at these reserves to be used to possibly balance the State budget crisis.
Hill stated he is recommending that the council pass a resolution taking the
city fund balance reserves in the General Fund down from 50% to 35% with all
additional funds to be transferred to the Capital Outlay Fund to be used as an
equipment reserve. Hill noted if the state does a massive cut on the city, the
money can always be moved back.
Storck asked what the
county was doing with their extra money. City Attorney Glasrud stated they are
spending it because they were able to bond for less on the courthouse
improvements.
Council member Storck
moved, seconded by Webster, to adopt Resolution #2904-12-09, A Resolution
Establishing a General Fund Reserve Balance Policy. Upon a roll call vote
taken and all present voting in favor, motion carried.
CITY MANAGER’S REPORTS
& RECOMMENDATIONS: City Manager Report: This was informational
for the council.
Hill noted with regard to
snow removal the worst time to enforce a snow alert is at Christmas with all
the people visiting. Hill encouraged people to get their cars off the street
if they could because it makes a big difference for snow removal. Snow removal
on sidewalks was discussed and people are asked to use common sense in getting
their sidewalks shoveled.
2010 Licenses:
Mayor Giese moved, seconded by Council member Storck, to approve the 2010
licenses for the Ranch House. Motion carried.
Closing Early on
Christmas Day: It was the consensus of the council to close all City
offices at noon on Christmas Eve.
